Having read thousands of resumes, interviewed hundreds of people, and hired over 50 employees within the last 18 years, I can tell you this. Unless a resume has already been screened by an HR person or recruiter, I won't spend more than 30 seconds reading a resume -- the first time through.
If it doesn't catch my eye in 30 seconds or less, it goes in the "NO" pile...and that is that.
Unless you are applying for some artistic type job, then don't use fancy or frilly paper. If you apply electronically, don't be wordy.
Lastly, make sure that you spell check BEFORE you copy and paste your resume into an online job electronic form(s).
